RE TIEU VAN THUYET

Vietnamese national Tieu Van Thuyet applied for leave to appeal to the Court of Final Appeal against the Court of Appeal's dismissal of his non-refoulement judicial review appeal. The applicant filed the Notice of Motion out of time and failed to meet the statutory requirements for leave to appeal. The Notice of Motion was dismissed due to delay and lack of merits.
