TUNGPALAN CELY TABIEROS V. TORTURE CLAIMS APPEAL BOARD/ NON-REFOULEMENT CLAIMS PETITION OFFICE

Filipino national Tungpalan Cely Tabieros applied for extension of time to appeal against the refusal of leave for judicial review of the Torture Claims Appeal Board's decision rejecting her non-refoulement claim. The Court of Appeal considered whether the applicant could satisfy the three conditions for adducing new evidence on appeal. The application was dismissed.
