RAHEEL SHAHBAZ V. TORTURE CLAIMS APPEAL BOARD / NON-REFOULEMENT CLAIMS PETITION OFFICE

Pakistani applicant Raheel Shahbaz sought extension of time to appeal the refusal of leave for judicial review of the Torture Claims Appeal Board's decision dismissing his non-refoulement claim. The CFI had refused leave and subsequently refused extension of time. The Court of Appeal (Kwan VP and Chow JA) dismissed the application.
