Summary

Pakistani applicant Muhammad Hussain, who had been in Hong Kong since 1999 after overstaying a dependant visa, appealed the refusal of leave for judicial review of the Torture Claims Appeal Board's decision dismissing his non-refoulement claim. He had first made a torture claim in 2009. The Court of Appeal (Cheung and G Lam JJA) dismissed the appeal on the papers.
