MAHAMALEGE SAMANTHA PRASAD PERERA V. TORTURE CLAIMS APPEAL BOARD / NON-REFOULEMENT CLAIMS PETITION OFFICE

Mahamalege Samantha Prasad Perera, a Sri Lankan national who entered Hong Kong illegally via Mainland China, appealed against the refusal of leave for judicial review of the Torture Claims Appeal Board's rejection of his non-refoulement claim. He had filed a second NR claim after his first was rejected. The Court of Appeal dismissed the appeal.
