ALAM MAHIR V. TORTURE CLAIMS APPEAL BOARD

The applicant, a 45-year-old Indian national who arrived in Hong Kong as a visitor in 2007 and overstayed, sought leave to apply for judicial review of the Torture Claims Appeal Board's decision rejecting his non-refoulement claim based on fear of harm from his uncle over a land dispute and from police over false charges. The Director's decision had originally been made in 2014, with the Board's decision following in 2020. The application for leave to apply for judicial review was dismissed.
