Summary

The applicant, a 31-year-old Nepalese national who came to Hong Kong on a dependent visa of his wife, sought leave to apply for judicial review of the Torture Claims Appeal Board's decision dismissing his non-refoulement claim based on fear of harm from a creditor over unpaid debts for a dowry loan.
