A Pakistani national appealed against the refusal of leave to apply for judicial review of the Board's decision dismissing his non-refoulement claim. The Court of Appeal dismissed the appeal, noting that since the applicant's leave application was itself filed out of time and the judge dismissed it on that basis, the present appeal was a non-starter.
