Anees Muhammad, a Pakistani national, appealed against the refusal of leave to apply for judicial review of the Board's decision dismissing his non-refoulement claim. The Court of Appeal found the Board had properly considered all relevant matters and its decision was not Wednesbury unreasonable or irrational. The appeal was dismissed.
