NGUYEN VAN TUYEN V. TORTURE CLAIMS APPEAL BOARD / NON-REFOULEMENT CLAIMS PETITION OFFICE

Nguyen Van Tuyen, a Vietnamese national, appealed against the refusal of leave to apply for judicial review of the Board's decision dismissing his non-refoulement claim.
