HASSAN ALI V. TORTURE CLAIMS APPEAL BOARD / NON-REFOULEMENT CLAIMS PETITION OFFICE

Hassan Ali appealed against the refusal of leave to apply for judicial review of the Board's decision dismissing his non-refoulement claim. The Court of Appeal found the judge was entitled to deal with the application on paper under Order 53 rule 3(3), and the applicant failed to identify any error in the decision. The appeal was dismissed.
