NGO THI HUONG AND ANOTHER V. TORTURE CLAIMS APPEAL BOARD / NON-REFOULEMENT CLAIMS PETITION OFFICE

The applicants, a Vietnamese wife and husband aged 40 and 39, applied for leave to seek judicial review of the Torture Claims Appeal Board's decision dismissing their appeal against the Director of Immigration's rejection of their non-refoulement claim. The Form 86 was amended on the court's own motion. Leave to apply for judicial review was refused.
